ORA-01403 Credit Card Error On New Customer When Using Brand (Doc ID 2016157.1)

Symptoms

On : 12.2.3 version, Transaction Payment

ORA-01403 Credit card error on New Customer When Using Brand

Customer applied <Patch 19273692>:R12.ONT.C to fix Credit Card unable to save issue.
Noticed this new error when trying to enter a new card on existing customer or new card on new customer.
Error happens if entering credit card brand, if you do not enter the brand- just enter the card details then there is no issue.

ORA-01403: no data found in Package Oe_Oe_Form_Header Procedure Change_Attribute


Workaround:
Enter new credit card with card details and not by brand.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Order Organizer > Orders, Returns > Sales Order
3. Enter new Customer and new Credit Card using Credit Card Brand, or enter new card on existing customer using Brand >
4. Attempt to save record and you get error ORA-01403: no data found in Package Oe_Oe_Form_Header Procedure Change_Attribute
