BI Publisher - Report Fails for Users assigned to BI Consumer Role, and Completes Successfully for Users with BI Admin Role (Doc ID 2016374.1)

Symptoms

Created a new report in BI Publisher with an Excel template.
Report runs fine when executed by a user with BI Administrator group membership.
Report fails when executed by a user that doesn't have BI Administrator group membership.

When running the Report for a user without BI Administrator role (just BI Consumer role), the following error is returned:
