Symptoms
Whenever a patch is applied, the profile option "IBY: HTTP Proxy" is set to a sample Oracle domain (i.e. "http://<domain_name>:<port>/OA_HTML/ibyecapp") and "IBY: No Proxy Domain" is set to "domain_name".
