Problem

Records in the Transaction Open Interface, MTL_TRANSACTIONS_INTERFACE table with error

The stuck transactions  will not clear by resubmission.

Changes

 1) Customer uses Installed Base and items are Installed Base trackable, trigger CSI_BLOCK_MAT_TXN_TRG got created and enabled
