Profiles Couldn't Determine The Valid Values For Profile POR_OVERRIDE_CHARGE_ACCOUNT - POR: Charge Account Override

After upgrading to 12.2.4 from 12.1.3, there is now a sql validation error for profile POR_OVERRIDE_CHARGE_ACCOUNT. The last update date indicates this profile was updated by ORACLE 12.2.0 on 08-APr-2013.
From 12.1.3 (icxprf.ldt 120.30.12010000.9)

No error is thrown

Profiles couldn't determine the valid values for profile POR_OVERRIDE_CHARGE_ACCOUNT. This problem is usually due to an error in the SQL validation for that profile. Use the 'Define Profiles'
form to fix the SQL Validation for the POR_OVERRIDE_CHARGE_ACCOUNT profile. This error may appear information about what was wrong with the SQL Validation.
If replaces the 12.2.4 sql validation version with the 12.1.3 version, no exception is thrown.
