Getting "There are no distributions for this header" Error in Requisition Summary Form (Doc ID 2017832.1)

Symptoms

Using Purchasing, when entering the requisition summary and querying the requisition - a error is encountered when trying to view the distributions.

Error:
There are no distributions for this header.

Replication Steps:
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Requisition Summary - query a requisition
3. Choose the Lines button - then click Distributions
4. The error is encountered.
5. Also choosing - Tools/View Distributions from the top text menu - will result in the same error.
