After upgrade from 22.214.171.124 to 126.96.36.199 database along R12.2, autoconfig errors with:

ORA-29874: warning in the execution of ODCIINDEXALTER routine
ORA-29960: line 1,
DRG-10595: ALTER INDEX JTF_AMV_ITEMS_URL_CTX failed
DRG-11000: invalid keyword SYNC
ORA-06512: at "SYS.DBMS_SQL", line 1120
ORA-06512: at line 96
AutoConfig could not successfully execute the following scripts:
The issue can be reproduced at will with the following steps:
1. Install R12.2 and then upgrade it's database with 188.8.131.52 to 12.1.02.
2. Completed all upgrade cycle successfully and autoconfig.sh ran successfully on the database, but failed on the Application tier.
The issue has the following business impact:
Due to this issue, users cannot complete the upgrade steps.
