Some Users Cannot Log into EBS from OAM Due to Incorrect ORCLGUID in FND_USER.USER_GUID

Symptoms
Some users cannot login to E-Business Suite (EBS) from Oracle Application Manager (OAM) intermittently. An incorrect guid is updated to FND_USER.USER_GUID for those users and the following error results:
Your Oracle E-Business account has not been linked with the Single Sign-On
account that you just entered.
Please enter your Oracle E-Business Suite information. The next time you sign
on with your Single Sign-On account,
it will automatically sign you on to the Oracle E-Business Suite using the
following account information.

NOTE: Entering Username and Password does not allow the user to login to EBS.
Steps to reproduce the issue: 1. Build an EBS instance integrated with OID/OAM. 2. Export EBS users with AppsUserExport "-g" option. 3. Add the exported users to another OID which is to be used for test purpose. 4. Login to EBS via OAM
Local login users such as SYSADMIN have no issue.
Changes
Used the following command to export existing EBS users in order to bulk-load them to another Oracle Internet Directory (OID) which is supposed to be newly configured for test purpose:
