Symptoms

When attempting to register a new supplier, the following error occurs.

Current configuration does not allow user creation or update at this page.


STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Go to Prospective Supplier Registration page
2. Try to register a new supplier
3. See the error
