R12:CE:Can not Change the Settle Transaction through Oracle Payments to Yes from No (Doc ID 2018171.1)

Symptoms

On bank account transfer transaction creation page, "Settle Transaction Through Oracle Payments" cannot be changed from "Yes" to "No".

STEPS TO REPRODUCE:
1. Check a Payment Template.
(Resp.) Cash Management
(N) Setup - System - Payment Template

* Settle Transaction set to "No".

2. Update a Bank Account Transfer
(Resp.) Cash Management
(N) Bank Account Transfers

Change the "Settle Transaction Through Oracle Payments" to "Yes" from "No".

3. Press the Apply Button.
Following system message was displayed.
"Bank Account Transfer '863' has been updated."

However, Bank Account Transfer is not updated.
When Bank Account Transfer is opened again, "Settle Transaction Through
Oracle Payments" has returned to "No".
