No Page Found Error or System Hangs When Registering on iRecruitment External Site

Symptoms
On : 12.1.3 version, General iRecruitment
When external users attempt to register to iRecruitment, the system hangs and will raise the following error.

Page not found.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the external iRecruitment site
2. Click on the Register today button.
3. Enter the user details.
4. Click the Submit button.
