UPK: ORA-06550 Error When Accessing KCenter Using http://localhost/KCenter URL

Symptoms

After installing KCenter 12.1.0 with Windows authentication, when trying to launch the Knowledge Center using the following URL http://localhost/KCenter and error message is received.
