R12.2:UMX - 'Switch User' Functionality Fails with oracle.jbo.SQLStmtException: JBO-27122: SQL error during statement preparation

After upgrade to 12.2.4 patchset,

When attempting to use  'Switch User' functionality for user created on  pre upgrade instance .The following exception is raised :

 oracle.apps.fnd.framework.OAException: oracle.jbo.SQLStmtException: 
 JBO-27122: SQL error during statement preparation.  Statement: SELECT * FROM 
 ((SELECT DISTINCT m.menu_name as name, 
        m.user_menu_name as display_name 
 FROM fnd_menus_vl m, fnd_grants g 
 WHERE m.menu_id = g.menu_id 
       AND m.menu_name LIKE 'SESG%' 
       AND g.start_date <= SYSDATE 
       AND NVL(g.end_date, SYSDATE) >= SYSDATE 
       AND (g.grantee_type='GLOBAL' OR 
            g.grantee_key IN 
              (SELECT WUR.role_name 
                 FROM WF_USER_ROLES WUR 
                  WHERE WUR.user_name = :1 
                     AND WUR.user_orig_system = :2 
                     AND WUR.user_orig_system_id= :3) OR 
            g.grantee_orig_system_id IN 
              (select jrgv.group_id 
                 from jtf_rs_groups_vl jrgv, 
                 jtf_rs_resource_extns_vl jrrev, 
                 jtf_rs_group_members_vl jrgmv

The functionality of Switch User no more works after 12.2.4 patch set.It works only for new users added to proxy list.
The old uses added to this list after upgrade can no more switch. 

The issue can be reproduced at will with the following steps:
1. Login as user who already has pre existing proxy user grant
2. Select on Switch User link.

The issue has the following business impact:
Due to this issue, users cannot use the functionality of Switch User in 12.2.4 patch set.It works only for new users added to proxy list.


Upgrade to 12.2.4 patchset
