Error Loading ‘Inventory Organizations’ Through Standard iSetup API (Doc ID 2019493.1)

On Oracle Applications 12.2.4,
when attempting to load ‘Inventory Organizations’ through standard iSetup,
the following error occurs.

Execution is finished for API [Entity Name: Inventory Organizations, Api Code=HR_InvOrganizations]
API Type: BC4J
Executable Path: oracle.apps.per.isetup.schema.server.InventoryOrganizationAM
Ignore Warnings and Continue: No
Update Existing Records: Yes
Importing rows from xml file, and validating rows ......
Import failed for the record: [API=Inventory Organizations API,VOName=InventoryOrgVO,Key= Name = 'Systems East'
Group Name = 'AAES Industries Ltd']. Exception is thrown from Product-API.callAPI during Load. oracle.apps.fnd.framework.OARowValException: Exception occurred.

The issue can be reproduced at will with the following steps:
1. Loading Inventory Organization through standard iSetup Process(Deployment Report Checkbox - Unchecked).
Completed with Warning while loading Inventory Organization through standard iSetup Process(Deployment Report Checkbox - Checked)

The issue has the following business impact:
Due to this issue, users cannot complete the loading of the Inventory Organization.
