OPM Accounting Pre-processor Errors Out when Scale to Actual Profile Option is Set (Doc ID 2019585.1)

Symptoms

OPM accounting pre-processor errors out for formulas with fixed scale type when we enable scale to actual. When we enable scale to actual, the batches with at least one ingredient with proportional scale generates accounting, but it fails when all the ingredients are fixed.


ERROR
--------

Scaling Error - No nonfixed ingredients for formula XXXX version XXXX
Error during batch close for Plant XXX Batch XXXX. Batch skipped.
Scaling Error - No nonfixed ingredients for formula XXXX version XXXX 

Scenarios have mix of formulas with 'proportional' scale type as well as 'fixed'.
