Reissued Check Does Not Get Costed by 'Costing of Payment' After Running 'Check Writer - Override Payment Date' (Doc ID 2019791.1)

After voiding, a reissued check payment doesn't cost when using the 'Check Writer - Override Payment Date'.  Everything else costs but the new payment.

Customer does NOT use Cash Management to reconcile payroll payments.

The issue can be reproduced at will with the following steps:
1. Navigation : In US HRMS Manager > Run Quick Pay > Pre Payment > Payroll Archive > Check Writer
2. Run Void Check Payments
3. Reissue check again using 'Check Writer - Override Payment Date'
4. Run Costing of Payment and find new check doesn't get Costed.
