Symptoms

You are attempting to run the DQM Duplicate Identification Program (ARHDQBD) and receive the following error:

Concurrent Manager encountered an error while attempting to start your immediate concurrent program ARHDQBD. Routine &ROUTINE received a return code of failure.Contact your support representative.

Other Error Section in Parent concurrent program. Aborting duplicate batch.

ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
