Symptoms

On Oracle Applications 12.2.4, Journal Import
when attempting to upload journal lines featuring a Descriptive Flexfield (DFF), the upload fails with
the following error in the message column:

The descriptive flexfield is not valid. The flexfield concatenated segments field does not contain values for all the enabled segments that are displayed.


The issue can be reproduced at will with the following steps:
1. Prepare upload template with a DFF.
2. Try to upload.
3. The import fails with error.

The issue has the following business impact:
Due to this issue, users cannot have additional information uploaded and actual balances are not possible.
