IE10 Must Click Multiple Times To Launch Professional Forms

On Oracle Applications 12.2.4 version, Forms for App Technology

Actual Behavior
After upgrading from to 12.2.4, during testing it was found that a user must click multiple times to launch forms screens. This occurs when using both the default homepage - Framework only - or the Simplified Home Page - Framework simplified.

This issue only seems to occur when using the Internet Explorer browser as it does not occur when using the Chrome browser.

This can be re-produced with the following steps:
1. Navigation:  Entered the URL in the browser window:


2. The R12.2.4 login page appears.  Enter the login and password and click the Login button
and then either the Simplified Home Page or the Framework Only page shown.

3. When using the Simplified Home Page:  Do not select a responsibility in
the Simplified Home Page screen - Clicking on a Favorites Icon for the
Security:User Define function.  Must click the icon multiple times for the
form to launch.  (The problem also occurs for other forms
functions - not just this one icon)

When using the Framework Only Home Page:  Select a responsibility such as
System Administrator which expands the menu selections and then navigate to
Security>User>Define.  Must click the icon multiple times for the form to
launch (The problem also occurs for other professional forms menu options -
not just this one menu option)

This behavior is experienced by all users with Internet Explorer.

Also, the following error comes up in the Java Console on the 2nd or 3rd

Exception in thread 'AWT-Eventqueue-2' java.Iang.IlegalStateException:
Applet's parent container not set up
at sun.plugin2.applet.Plugin2Manager.start(Unknown Source)
at sun.plugin2.main.client.PluginMain$ Source)


Expected Behavior
Forms should launch with a single click.
