Error 'You do not have access privilege to any operating unit' on Requisition Approval Notification (Doc ID 2020638.1)

On 12.1.3 version when opening a Requisition approval notification, the following error occurs:

ORA-20002: 3240: Error '-20001 - ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.INIT, N, ERRNO, -20001, N, REASON, ORA-20001: APP-FND-02901: You do not have access privilege to any operating unit. Please check if your profile option MO: Security Profile includes any operating unit or the profile option MO: Operating Unit is set. ' in 'PLSQL' API 'PO_WF_PO_NOTIFICATION.GET_ACTION_HISTORY' ORA-06512: at "APPS.WF_NOTIFICATION", line 5512 ORA-06512: at line 6'

This error does not occur in the following two cases:

1. If a Purchasing responsibility is used to open the notification (via Notification Summary).
2. Once the Purchasing responsibility is opened, if the user returns to the default worklist.

The issue can be reproduced at will with the following steps:
1. User logs in that has approval notifications
2. User clicks on notification subject link
3. Error occurs
