Arabic Forms Are Not Opening In R12.2.4 After Upgradation From R12.2.0

With E-Business Suite 12.2.4, after implementing the Arabic language by applying the arabic 12.2.0 nls patch and then the 12.2.4 Arabic nls patch,
attempts to open any Arabic form are failing while all the US forms are operating normally.
After clicking on the menu item for an Arabic form, the user clicks on the menu item to open the form and it starts to open and then disappears from the screen.
FRS trace shows the following erors before the form disappears -
Applied arabic 12.2.0 nls patch and 12.2.4 nls patch for arabic.
