Designation Requirements for Family Option of Health Plan Do Not Work Correctly

After setting up the Designation requirements for Family Option of Health plan to require at least one child AND one spouse, the Action Items are not generated if one child OR one spouse is designated. It is not requiring that both are designated, even thought Minimum for Children is 1 and Minimum for Spouse is 1.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up designation requirements for the Family Option of the Health plan to require a spouse and at least one child.
2. Enroll a person, selecting the Family Option, with just a spouse designated.
3. No Action Items are generated.
