Find when specified item is under serial control and no serial numbers were entered for this count, the following error occurs  when trying to process cycle count entry for serialized item with onhand as 0:

Notes: Count quantity is 0 and Onhand quantity is 0. There is no serial number on the count request and "Import cycle count entries from open interface" is expecting user to enter serial number even though count quantity is 0.

"The specified item is under serial control and no serial numbers were entered for this count."

The issue can be reproduced at will with the following steps:

1. Setup the cycle count to count zero onhand items and generate count request to serial controlled item with zero onhand quantity
2. Populate the cycle count interface table with count quantity as 0 and no serial number
3. Run the interface and count record is getting rejected with error message
Business Impact
The issue has the following business impact:
Due to this issue, it becomes impossible to process the cycle count transaction through open interface.  Only workaaround is to manually process the failed transactions through the form for all serial controlled items which is wasting lot of user time.
