Cannot See Newly Created Candidate in iRecrutiment

Cannot see newly created candidate in iRecruitment

After a recruiter creates a new candidate in iRec, they are unable to view the candidate through the Candidates: Individuals page within the same session.

It is expected the recruiter can see the candidate they just entered without changing responsibilities and back again.

The issue can be reproduced at will with the following steps:
1. iRecruitment Manager > create a new candidate.
2. Requery this candidate.  They cannot be found.
3. Recruiter switches to a non-iRecruitment responsibility, then switches back to iRecruitment Manager responsibility.
4. Now the new candidate can be found most of the time.

The issue has the following business impact:
Due to this issue, users sometimes create duplicate candidates and this can affect reporting for job placement.
