When opening the record history for the Bank Info the error page occur

Reproduction steps:
1. Is system administrator responsibiilty check that "FND: Record History
Enabled" profile option is set to Yes.
2. In a cash management responsibility check that Record History Enabled is
set to true at all levels.
3. In a cash management responsibility navigate to Setup : Banks
Banks
Search a bank
Click on the bank found
Below "bank information" an icon appears.
When clicking in the icon the error happens.
You can check clicking on Personalize "Bank Information", Default Stack: Bank
Information, personalize the value of Record History Enabled

The same user and responsibility is able to see bank account history
information with no errors.
