SWFC: BasePay Should Reflect The Actual Pay For Part-Timers

On : 12.1 HRMS RUP7 version, Core Payroll - General

For all part time staff, full time salary is reported on the SWFC extract and not the part time salary.
BasePay should reflect the actual pay based on the persons working hours and weeks.

For an example person:
they have a full time salary of £39470.00 which is reported on the extract. They only work 18.50 hours a week and their FTE from the Budgets form is 0.50.
Therefore the Base Pay needs to multiply the £39470 by 0.50 to display a Base Pay of £19735.00.
Using the Budget FTE value to calculate the actual Base Pay will cater for all the different scenarios of Override FTE, Paid Weeks from Assignment DFF and Hours entered on Standard Conditions.

The issue can be reproduced at will with the following steps:
1. SWFC Report run
2. For some employees Base Pay is not correct
