Symptoms

Using Oracle Application Release 12.1.3,
when using the Login Assistance, in case the user has the outlook.com email_address, users are not able to use the reset password option using the link from email due to the following error:

You have either reached the maximum number of attempts allowed or the password-reset
request has timed out. Submit a new request from the login page.
