ACTUAL BEHAVIOR
---------------
Getting the wrong unit selling price when creating new order.

The price list structure is same as below.

Price List - A (No primary price)
Secondary1 - ItemA 40 - Precedence 142
Secondary2 - ItemA 25 - Precedence 140

The correct price of ItemA should be 25 from Secondary2.
But the order always get wrong price from Secondary1.

EXPECTED BEHAVIOR

Expect the correct price of ItemA should be 25 from Secondary2.
