Cannot Add Attachments At Manufacturer Part Number Level

Symptoms
Actual Behavior
On the Manufacturer Part Numbers page, it is not possible to upload attachments. The 'Add Attachments' button is not available.
Expected Behavior
The 'Add Attachments' button is available in release 11.5.10.2 and 12.2.2. Would expect the same to be available in release 12.1.3.
Steps
The issue can be reproduced at will with the following steps:
1. On the item page, go to Associations > Manufacturer Part Numbers > Click the Manufacturer Part Number hyperlink
2. In 12.1.3, cannot add attachments at Manufacturer Part Numbers level. The 'Add Attachments' button is not available.
3. The same functionality is available in 11i.
