OTM Allowing a Spot Bid When Shipment has an Oustanding Tender

Symptoms
The system still allows creation of a spot rate while the previous tender is outstanding (Tendered, but not accepted).
Even in that case, after creating the spot rate the system does not change the previous tender status to WITHDRAWN.
The issue can be reproduced at will with the following steps:
Created a new Order Release, planned it onto a shipment
Please perform the below steps:
1. Do action secure resources.
2. Try to do the action Create Spot Rate.
