Web ADI - 'Unexpected Error' Shown When Selecting Update or Delete For Importer Rules Of A Custom Integrator (Application_id Is Different for source and target)

Symptoms
On 12.1.3, after migrating the Importer setup of WebADI using FNDLOAD to a target environment.
When selecting the Update or Delete icon for any Importer Rules beside 'Success Message Definition', it shows following error message:

You have encountered an unexpected error. Please contact the System Administrator for assistance.
STEPS
-----------------------
1. Login EBS with Desktop Integrator responsibility.
2. Click Manage Integrators, search for the uploaded custom integrator, and click update.
3. Click Next until step 5 for the Importer Rules region, and click Update or Delete icon.
for any importer rules beside Success Message Definition, and it will show the above error.
BUSINESS IMPACT

Due to the issue, users cannot update importer rules for the uploaded custom integrator in a target instance.
