ITM Adapter Party Synchronization Does Not Find Recently Added Contacts to Existing Customers / Parties (Doc ID 2024351.1)

Symptoms

On : 12.1.3 version, Intl Trade Mgmt Integration

Changes made to Party Contacts are not resulting in the Party getting selected for International Trade Mgmt Integration (ITM) Party Synchronization program.

EXPECTED BEHAVIOR

The contact info to be updates

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Existing Customer.
2. Click Communications Tab.
3. Click Create Contact.
4. Create Contact.
5. Wait 5 Minutes and confirm XML is not generated
