Receipt Refund Attributes Are Showing Duplicate Site Address

On the refund attributes form, the customer address List of Values (LOV) shows duplicate site addresses.
This issue happens when you have a Party with more than one Customer Account associated to the same Site.
Steps to Reproduce: Have a Party with more than one Customer Account associated to the same Site. Create a receipt for this customer. Click on Apply and create a refund. Click on Refunds Attributes Select this customer Click on the LOV of the Party Sites There are duplicate values
