R12.1.3 WebADI - Cannot Insert Rows in Excel 'Read-only fields cannot be changed'  

Once the user has downloaded a Budget spreadsheet in Excel then is unprotected it, and then tries to insert a row using Copy and Paste. The User will get the error  'Read-only fields cannot be changed'.

This can be reproduced with the following steps:
a) Open the Budget Worksheet
b) Tools > Macro > Visual Basic Editor
c) Locate the Budget worksheet in the VBA Project Window
d) Modules > bneReadOnlyUtils> Public Function BneIsReadOnly
e) Change Both the BneIsReadOnly = True statements to BneIsReadOnly = False
