How Can Users Prevent Returns - RMA Credit Only Lines From Immediately Fulfilling Once the Workflow Background Process Runs?

Summary of Issue
Create the RMA with the header on hold and then add a Return Only line and also a Credit Only line which
is also on hold. Once the header is taken off hold noting that the return will be accepted, the returned item
can be receipted against line 1. Once the quality team has verified that the returned item is in a condition to
give credit to the customer, line 2 is taken off hold and the customer is refunded against it. If the customer
does not return the item, we want to cancel both lines. However, line 2, the Credit Only line will not cancel
because it is already fulfilled. Note: Currently using 'Line Flow - Return for Credit Only', for the Credit Only
line, so the on-hold line Credit Only line is not even invoiced yet.
