Manufacturing Operations Center - Item Hierarchy Staging Table Not Clearing

There are records "stuck" in the Item Hierarchy Staging table (MTH.MTH_ITEM_HIERARCHY_STG). This most likely occurred after a failed job, but that is not certain. This is causing a scheduled load plan to have errors on the item hierarchy steps (MTH_PKG_ITEM_HIERARCHY_EXT and MTH_PKG_ITEM_HIERARCHY_SF). However, if the Item Hierarchy scenario (MTH_PKG_ITEM_HIERARCHY_EXT) is executed manually following the failed scheduled run, it completes successfully and data is correctly loaded.
NOTE: This is being discussed with MOC development.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

- Schedule load plan with MTH_PKG_ITEM_HIERARCHY_EXT as the last step
- Create CSV load file for MTH_ITEM_HIERARCHY.csv
- Review session list after scheduled plan runs
- Execute scenario MTH_PKG_ITEM_HIERARCHY_EXT
