Records in the MTH_WORKDAY_SHIFTS_D Table have an Unassigned Value for SYSTEM_FK_KEY (Doc ID 2026662.1)

In a 12.1.3 MOC Instance:
Need to load calendar data from the MTH_WORKDAY_SHIFTS_STG staging table to the MTH_WORKDAY_SHIFTS_D fact table.
Trying to populate the workday shift calendar from EBS by running the MTH_WORKDAY_SHIFTS_EBS_INIT_PF process flow in the MTH Utilities project under the MTHEBIIP module, but the data is only added to the MTH_WORKDAY_SHIFTS_STG table. It never gets loaded to the MTH_WORKDAY_SHIFTS_D table. There are no records in the MTH_WORKDAY_SHIFTS_ERR table.

Need to identify which process is truncated, or which process is running incorrectly in order to get Shifts from EBS. The records can neither get loaded using templates nor can create shifts through the user interface.  Besides, the shifts created via the user interface have SYSTEM_FK_KEY = -99999 instead of the correct value for SYSTEM_PK_KEY from the MTH_SYSTEMS_SETUP table.
