Pick Release Is Not Picking Eligible Records When Profile "Enable Timezone Conversions" Is Set to "No"

On : 12.2.4 version, Pick Release
While testing R12.2.4 it was found that user is not able to pick order using “Pick Selection List Generation – SRS” in a specific timezone.
On investigating the standard API for “Pick Selection List Generation – SRS” and debug messages
found that the in R12 new features were added to this API for Server Time zone, Client Time zone and time adjustment between them which was not the case in 11i.
In R12 server time zone and client time zone is different.
As a result when running this request in morning time, client time is coming as “v_Date == 05/18/2015 11:59:59 PM” as per United States time zone.
And when schedule ship end date is getting calculated by system (in GMT) it is getting calculated as “x_Date == 05/19/2015 06:59:59 AM”
This is why the pick release is failing as the Order Created are with schedule ship date 05/19/2015 23:59:00.
The issue can be reproduced at will with the following steps:
1. Submit Pick Selection List Generation – SRS using Release Rule
2. Find that orders are not selected due to time zone differences
