Direct Earnings Attachment Payment Summary Missing Assignments

Symptoms

On : 12.1.3 version, UK Payroll

ACTUAL BEHAVIOR
---------------
When running the Direct Earnings Attachment Payment summary it doesn't appear to pick up all of the assignments that have been processed in the period payroll.
On checking the assignments through running the Element Result Listing for the Element Direct Earnings Attachment NTPP there appears to be no logical reason why these assignments are being missed.
We have recently deployed the Patch 18894931:R12.PAY.B to our test environment, which did solve the issue of the Grand Totals not adding up correctly.
This affects all the users when running this report, so where the employees have a court order deduction not everyone appears on this report and you have to run the element listing report to identify which people have been missed.

The issue can be reproduced at will with the following steps:
1. Apply Patch 18894931:R12.PAY.B - DIRECT EARNING ATTACHMENTS PAYMENT SUMMARY - INCORRECT TOTAL
2. Run Payroll
3. Run Direct Earnings Attachment Payment summary
4. Run Element Result Listing for the Element Direct Earnings Attachment NTPP
5. Compare the outputs - the don't match
