OHS:SSHR Worker Status Change - Customize Function

We are trying to Customize the SSHR Worker Status Change and Remove several unneeded pages from the process flow. Our general practice in the past had been to copy the Seeded Workflow Process and the Seeded Function and make "XX" copies of both. However, when we try to use our copied "XX" function wit the copied "XX" workflow process it is not progress into the "Set Effective Date" and just navigates to the Perform Action page, with no actions to perform.

It is expected this would work the same at RUP 7 as it did at RUP 5.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using the Functional Administrator responsibility Duplicate the Worker Status Change function
2. Attach this function to the Manager SS menu
3. Use the Manager Self-Service resp to test the new function.
4. The function opens BUT does not take you to set the effective date as the seeded function does, instead it takes the user straight to the change.. This is the issue
