On Sales Order Form Wrong Reserved Quantity When Item Number Is Changed (Doc ID 2028818.1)

Symptoms

On : 12.1.3 version, Item Usage

ACTUAL BEHAVIOR
---------------
Find that Reserved quantity on an order line was calculated incorrectly when an item was changed after saving.                          
The reserved quantity was not same as ordered quantity.   
Ex: item 109389 uom "UN" quantity 1 --> reservation qty = 1
Modify this item to item 108656 uom "100" quantity 5 --> reservation qty = 0.01 (1 previous item /100 new uom) --> This is incorrect.


EXPECTED BEHAVIOR
-----------------------
Expect reservation should take the new uom and new ordered quantity, not the old quantity converted to new uom.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order management super user
2. Enter sales order
3.item 109389 uom "UN" quantity 1 --> reservation qty = 1
Modify this item to item 108656 uom "100" quantity 5 --> reservation qty = 0.01 (1 previous item /100 new uom) --> This is incorrect.
