Advanced Collections Users Are Allowed to Update Accounts For All Operating Units (Doc ID 2029057.1)

Why are users able to update customer (Apply Credit Hold for example) for all Accounts?  Even when MO:Operating Unit or MO: Security Profiles are set for a specific Operating Unit.
