Symptoms
PROBLEM
---------------
When a multi-stop shipment is created with two order releases with one of the order releases marked as hazardous and the other not, the shipment that is created does not reflect hazardous. The rate record that is selected is a non-hazardous rate record. Issue does not happen if hazardous goods are on the last stop, only if they are on the first stop.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create order marked as hazardous and one order not hazardous
2. Make destination of hazardous order first stop and non hazardous as last stop
3. Bulk Plan order and see that shipment is not marked hazardous and a non hazardous rate is assigned
