Symptoms

ACTUAL BEHAVIOR
---------------
Find that no notification is sent to external candidate after inserting incorrect referral information under My Account or when applying for a job.

EXPECTED BEHAVIOR
-----------------------
Expect the external candidate to receive notification about incorrect employee referral information.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to IrcVisitor.jsp page.
2. Log in as external candidate.
3. Navigation: My Account tab - Personal Information tab.
4. Insert incorrect referral information.
5. Press Save button.
6. Candidate receives no notification.

OR

1. Navigate to IrcVisitor.jsp page.
2. Log in as external candidate.
3. Navigation: Jobs tab - Available Jobs tab.
4. Search for job.
5. Click on Apply Now icon.
6. Fill in application with incorrect referral information.
7. Press Finish button.
8. Candidate receives no notification.
