When implementing Oracle Fusion Expenses Mobile app for iOS/Android following Note 1625446.1, does Note 1642431.1 also have to be followed?

Also, if setting up external web server in DMZ zone for this purpose, can this be done without reverse proxy? If yes, what feature will be missed in case reverse proxy server is not implemented?
