"Create Releases" Concurrent program ends with the error -  po.plsql.PO_RELGEN_PKG.CREATE_RELEASES.000 exception; SQL code: -1422

Steps to Reproduce:

1. Run the concurrent request - Reorder Point Report in Supply Chain Planner with restock = yes
2. Run requisition import with following parameters:
    Import Source - INV
    Group By - All
    multiple Distributions - No
    Initiate Approval after ReqImport - Yes
3. After successful completion of requisition import, the program - Create Releases is spawned automatically by the system.
4. The View Log Output shows the above mentioned error message.
