Min-Max Planning Report Creates Batches Ignoring Workday Calendar (Doc ID 2031195.1)

Symptoms

On : 12.1.3 version, Batch Creation using Min-Max Planning Report

ACTUAL BEHAVIOR
---------------
When using the Min/Max Planning Report to create OPM batches, the batches are created as if there is a 24x7 workday calendar. When creating the same batch manually, the workday calendar is correctly used. Because of this, the duration of the batches created from Min/Max Planning is incorrect, it is too short.

It is as if the report is telling the batch creation API to ignore the workday calendar.

EXPECTED BEHAVIOR

Expect the workday calendar to be honored when batches are created from the Min/Max Planning Report.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a workday calendar that has shifts that add to less than 24 hours a day and link it to the org.
2. Use the Min/Max Planning Report to create batches.
3. Compare those batches to ones created manually.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, batch durations are incorrect for batches created from Min/Max Planning.
