Retro NI Refunds Previous Month Deductions When No Changes Have Been Made

Find Retro NI is refunding previous month's NI Deductions for nearly all employees in Payroll, while the previous month's deductions were correct and there is nothing to refund.

The issue can be reproduced at will with the following steps:
1. Run (previous month) Payroll Run
2. Run Retro-Notification Report of the current period
3. Run Retropay Enhanced and find unexpected NI Retro entries related to previous month
