There are situations where a user has loaded a task and accidentally the connection has dropped or the user logged out of the screen. This leaves the task in Loaded status. When the task is in a loaded status it can not be reassigned to any other user. To unload the task you need to be logged in as the same user. Once you unload the task, the task can be re-assigned.
