Unable To Inactivate Items With No Onhand Or Pending Transactions (Doc ID 2031379.1)

Symptoms

Users are unable To Inactivate an Inventory Item that has No Onhand Quantity or Unprocessed Transactions.

Can't inactivate item even though there is nothing onhand and no pending transactions.  Still get the following error:

ERROR
-----------------------
On Hand quantity exists or there are open Deliver Transaction for this Item
